Bethany voters overturned the top positions in city government Tuesday when Joe Johnson defeated Patrick Miller for mayor and two incumbent council members lost elections to newcomers.
Johnson, a former mayor, won by a 373-312 vote over Miller in a contest in which he criticized a number of city policies including the street program and the sale of the fire house.
